With the financial crisis slowing down and economics recovery, process industry is preparing to a new round competition. For instance, the petrochemical industry was faced significant challenges from the crisis, but the consumption of petrochemical products in China are still on the increase. The rigid demand of oil, chemical fertilizer and pesticides is in long-term existence. Besides that the products outputs are still forefront in the world. In the plan for adjusting and promoting Chinese petrochemical industry, the government even places emphasis on maintaining the steady growth of outputs and further improve the degree of industrial agglomeration, aiming at 3-4 20 million tons PX. In the meanwhile, reliability and maintenance is important to process industry, as they are asset intensive and require guaranteed productive equipments. As fixed operating expenses, they are also essential to integrated into total quality management and organization in a most effective and efficient way.
